Dear etniers,

Here is a question regarding dictionary usage for immigrants I posted for 
Judy but still have no
answer for - Judy or anybody else - please help...

I have already done what you suggest but still haven't found a straight 
answer.

Here is my query broken down:

1) Is there somebody who decides who qualifies as a new immigrant ?

2) Is there a certain aliyah age after which one is no longer considered to 
be in this status ?
Two teachers gave me two different answers...12 or 14 years of age...

3) Is there a certain Ministry form the student must bring with him to the 
test or is it enough
to tell the proctors that one is an oleh hadash ?

4) I am being a nag about this because my students need a formal answer.

5) In addition, there are students who immigrated to Israel when they were 
12 but still do not
know enough Hebrew or English to be able to use the Oxford efficiently.

I would appreciate your detailed reply.
