Sorry I already posted today (and so did someone else) that I have read the 
whole of Dovrat and we know exactly what is there and why it stinks.
don't want to go over it all again.But believe me when I tell you it would 
never have been implemented as stated (the parts that are comprehensible- a 
lot of it is deliberately vague) because there was no funding to implement 
it and because practically speaking, without funding it was impossible to 
implement.
Can we leave Dovrat already now? It is dead and buried thank goodness. Now 
we have to cope with the problem in hand. The current situation is that we 
have not been offered any workable solution.....
