I certainly understand the situation at hand, No easy solutions.

One of course, is "gray ed." - the parents foot the bill for a private
lesson in school if the principal and parents agree on this.

Or you can choose to focus on your daughter only by starting to teach
her reading and writing at home and then let her continue and do some
pages each lesson in a suitable workbook. Maybe also listen to
recorded books some lessons.

It will be very "challenging", to say the least, for the teacher to
give her much attention with  a class of 30 so the more independent
learning she can do, the better.
