That's not accurate.
Universities do have hakraa but you need a new Ivchun. I think it's
valid for 5 years or so. In any case, the best thing to do is check
with the university itself.

Ivchunim that are done for high-school. My daughter is severely
dyslexic and she didn't even get extra time in tests. They don't have
any accommodations for reading - Hakraa.
If he wants to check it, he should apply to the university's committee
and they will refer him to an expert they trust to do a new Ivchun.
