bit of editing) that I sent to Michelle directly (with no pretenses to
be representing any official organization):

The short answer:
There are a lot of programs available for someone with a recognized BA
from the US to get the teaching certificate in one year. An American
teaching certificate does not transfer to an Israeli teaching
credential. Getting the US diplomas recognized however is easy.

The long answer:
Israel does not recognize American teaching certificates as equivalent
to the Israeli teaching certificate, but it does recognize American
university diplomas, a process that is straightforward (but takes
anywhere from a month to three months). However, the courses which are
required to apply for an Israeli teaching certificate are generally
not identical to the courses which are required to apply for an
American university diploma. Therefore it is usually impossible to get
around taking some courses in Israel to make up the difference. (That
is, some of the courses from the American university will be
recognized towards the certificate here, but that will probably not be
quite enough.) To get the recognition of the US diplomas, one merely
goes to the appropriate office at the local branch of the Israel
Ministry of Education. (The addresses and times are on the Internet,
in English.) To find a program with appropriate courses, first decide
where you will live, and then either ask the Ministry for a list,
and/or do a quick Internet search . Some programs are
government-sponsored, some are private.
