I have no idea of what you are talking about!!! 
You do not need your employer's approval  to get the code.
all you need to do is call the number  03-9298888  on the web page   
http://cms.education.gov.il/EducationCMS/Applications/ETS/default.htm
answer some answers and they give it to you
