No one is trying to educate the pilots. Also, their English is for specific purposes. I assume that they work on pronunciation so that they can make themselves understood and that they have to master all the jargon and vocabulary and other technical language that they need to function as a pilot. It seems to me that their disagreement about the level of English needed (I assume that they think they need less than demanded by the international licensing commission) is a case of Israeli chutzpa (which isn't always negative).
