The answer is a definite YES! We had a problem in our high school this year because the counselors were under the impression that kids needed a special assessment for English in order to receive "Hakraat sheelon" in English - which is the use of a CD or MP3. After many phones calls and emails between myself and Aharona Gvaryahu, Judy Steiner and our school principal I can assure everyone that anything given on an assessment (levels 1 and 2) including spelling and Hakraat Sheelon, for Hebrew subjects is automatically given for English as well. The only reason a student might want a specific assessment for English at these levels is if s/he wants something extra for English such as an electronic dictionary.
