[etni] Module G essay topic

Did any of you find that your students had trouble understanding the topic of
the essay in Module G - banning cars from entering the city center?
My students all live in kibbutzim, moshavim and other country-style villages.
They came out of the exam puzzling about what the issue was here. Even those
who do have driving licenses probably have little awareness of, or experience
in, dealing with inner-city woes. I imagine that this could be a problem for
many of our kids who don't live in a city.
