Sara,
The information that you got was wrong. Students have to take the oral test
before the last of the 3 modules that they take, whichever one that is. It does
not have to be the highest. If you want an official answer, look at the
Inspectorate's website (accessible from the ETNI site) and see the Bagrut FAQs.
