Further to my previous email:
Motti has pointed out that the MOE site I quoted is not very helpful or clear.
The front pages of the actual bagrut exams makes it clear: Under
"chomer ezer" the following is stipulated
Module A: 'Bilingual dictionary or Oxford Eng-Eng-Heb,
Modules B through G: 'Oxford Eng-Eng-Heb'
(This is for Hebrew language examinees, Arabic language examinees
have similar stipulations )

I had written;
Only in Module A is the use of a dictionary such as the "white
dictionary" allowed. The "black" dictionary (or similar) must be used
for all the other modules.
