Jacquie,
I agree with you 100% - except for the MP3 players. I don't think that MP3s are "another story". Very few of my LD students even have discmen anymore - they are all walking around with these little cheap MP3 players (my daughter got one for subscribing to Maariv Le'Noar for only 30 shekels extra).
I think the ministry should consider changing directly to MP3s and not even bother with CDs.
Just think: the schools could receive one copy of the files (or even
download them from a secure Internet site) and then copy them onto the students' players from any computer with a USB port.
I wonder how much money it would save NOT to have multiple copies of cassette tapes made and sent to each school?

I am sure other teachers out there are encountering a
similar problem.... our LD students do not own a
walkman which they need for their taped tests, nor are
they interested in buying one. Additionally, many
stores do not sell them anymore.
So what is the solution? We at Kiriyat Hinhuch Ma'ayan
Shahar have started to record tests on discs through
the computer, and we are offering our students the
opportunity to have their test on audio tape or on
disc. The advantage of recording tests onto a disc is
that it can be nicely split up into paragraphs,
enabling students to find parts of a text MUCH easier.
On top of that, many more students own a discman in
comparison to a walkman. (Nowadays MP3s are replacing
the discman...., but that's another story!).
My question is whether the Ministry will also start
moving ahead with the times and record the bagrut
exams on disc? I really believe it is a growing
problem which has to be faced rather than ignored.
