[etni] grading compositions

Hi Etnians,
In regard to the rubric "mechanics" for grading bagrut compositions:
I wanted to know if when marking bagrut compositions deductions should be made
for capitalization and punctuation errors even though the pupil is not to be
penalized for spelling mistakes.
