I was also rather shocked about the results. Hard working, good English
students scored very poorly whereas, suprisingly, weak students scored
higher than expected. Where did they (we) go wrong? I expected the MOE to=
be
rather linient the first time the F exam goes into effect, It seems to me
that they did exactly the opposite. Was that done on purpose to discourag=
e
students from taking the exam and indirectly "push" teachers to do the lo=
g
in order to save the Ministry money at our expense...?=0D
Of course most of them will have to retake the exam though I wonder what =
change it will make...=
