[gps-talkusers] Interpreting another intersection message

Hello again friends:
While traveling in a cab last night I got the following intersection
message  in real-time:

"North on 16th street, 80 feet 12 o'clock Q street, 3 o'clock 9
o'clock." 
Okay, I assume that Q Street is a straight through street intersecting
16th. But here's the question, why the 12 o'clock reference?  I have
seen other intersections along 16th with a straight through street with
no reference to 12 o'clock. I assume 12 o'clock means "straight ahead"
but why this apparent inconsistency in the announced  message?
