I suspect some of this has to do with the phone network. Immediate access and response from the network cannot be guaranteed. Much will depend on current radio and digital traffic and reception further complicated by satellite reception issues. This must be one of the advantages to on-device map storage.
there are large areas around here with no cellular reception or where one provider has coverage and another does not.
Calculating speed and direction from the satellite signal should be very reliable and without interval timing issues depending only on how often the software samples the signals and the processing time required and of course GPS reception.
I am guessing the on-line requirement of Seeing Eye will be it's main weakness. Certainly it leaves me uninterested between coverage and roaming, not very convenient.

The Finnish developer of Blind Square told AppleVis in a recent interview that he created an algorithm that determines someone’s walking speed by measuring the distance between multiple inquiries to the server, which can only be accessed every five seconds.
