Alice,Perhaps you put the individual state folders inside your map directory. That won't work.
You need to have the files themselves from each of the states you want in the folder. This is how the program will see them. You don't have to do anything else to make them open. Just put all the files in the folder together anmd make sure under options in the GPS that the map folder is pointed to that directory.
