When I read about GPL license terms & Conditions I got to know that

The GNU General Public License (GNU GPL) has no requirements about how much you
can charge for distributing a copy of free software. You can charge nothing, a
penny, a dollar, or a billion dollars. It's up to you, and the marketplace, so
don't complain to us if nobody wants to pay a billion dollars for a copy. We
are'nt concerned about the money, we are concerned abt the freedom that the end
user gets.
Remember that GPL gives u more freedom than open source software license.
This made me happy, coz a programmer works hard to code an app. He will surely
hesitate to give it as a free ( no cost ) software. Instead of that he can put
that app. along with its source ( including all the freedom as mentioned in GPL
) in a media and sell it for a good price. But when I read the terms of GPL at

Accompany it ( ur dist media, cd, floppy etc.) with a written offer, valid for
at least three years, to give any third party, for a charge no more than your
cost of physically performing source distribution, a complete machine-readable
copy of the corresponding source code, to be distributed under the terms of
Sections 1 and 2 above on a medium customarily used for software interchange.
Here they hav said that u must not charge no more than your cost made in
buying, writing ur software in a media and transferring it to the customer. So
what abt the programmers' effort ? I can't understand this.
At one point they hav said that u can sell for any cost, and at another they
hav said that u shud not charge no more than ur cost of performing the
distribution.
Can anyone explain?
