You can charge anything you want for the binary. However, to those who =
buy the binary, the source should either be freely available or =
available at a nominal charge for creation of the media which contains =
the source and for transportation of that media.=20
I think that with some thought it would be pretty obvious why this =
clause is put in.
We don't want people charging 5000 rupees for the binary and a billion =
rupees for source-code delivery charges. That would make the GPL =
useless.
The aim is that if the binary is being distributed (at any price), the =
source should be free of charge. (Or just enough to cover bandwidth or =
transportation charges.)
