Linux has had this as a capability for a long time. Please look up

While it may not seem very obvious, this is done by implementing egress QOS
on the LAN facing interface(s) on a Linux machine used as a gateway, most
often assuming gateway generated traffic to the LAN is pretty insignificant.
This is valid in most cases. Where it is not, gateway initiated traffic is
also treated as a class and monitored.
