Every television owner in the UK has to pay a monthly subscription fee
("television license") of approx. ?10 or so, which is used to fund the
BBC. The government subsidises this amount for the elderly and
disabled, but all others have to pay it.
The money is collected by private parties and handed over to the BBC
directly, so the government doesn't even get to see it. The
government's only recourse is to threaten to reduce the TV license fee
;)
BBC World Service is funded by the government, though.
