what basis do you classify the cities like these?
Standard of education within a universitiy
campus/training facility has nothing to do with the
facilities provided by the government in a city. Just
because a city may not have all the infrastructure it
needs, it doesn't mean that everyone inside it are not
sophisticated. It would be a wrong assumption.
There are good universities in small cities/towns too.
