I think it is from the Home Ministry of India - and the basis of
classification is population data obtained from the census.

Hmm... I'm not sure I agree. In India at least, while specialized
campuses (Roorkee, Kharagpur) with lots of funding can be found
occassionally in Tier 3/4 cities, an arts/science college of the level
of a St. Stephens or Presidency or whatever is very rare.
