When I run make, I get the error.

Is it the same or a different error?

I suggest, you seek help directly from Globus Toolkit community to
reach a resolution faster because everything seems to be in place yet
you are getting errors.  You might want to put your dpkg -l out put on
GDrive (or similar) to remove "the 20 questions -- do you have this
package?"
