[Ilugc] FOSS DAY should be celebrated by ILUGC in busy place than last year.

Guys please suggest your views so as to make free and opensource to reach
the public more than last year.
How about in CEG or IIT itlesf !
They have *the* *place* and *the* *brand* to reach the public well !
They have the FOSS club with whom we can collaborate and celebrate.
