No. As stated in the heading, all the features listed are new for Fedora
8 Test 2. Custom spins and open tools to enable them are a key focus
area in Fedora for the past couple of releases but these specific spins
are new for this release. The long term goal is make customization of
Fedora at the distribution level (packages, rebranding, patches etc) as
easy as possible.

I am working on a games spin in addition to the ones listed that is
likely to be available by the next and final test release.
The Live image for developers would include?; Is there
a URL where I get a comprehensive list of tools that
the developers' LIVE CD would include?
It is a Live DVD rather than a CD and this is ongoing work where many
details need to be fine tuned. The current list of packages include
Eclipse, Koji (Fedora build system), system tap, frysk, emacs, basic
toolchain (gcc et all), debug info packages etc. See the release notes
