Just ridiculous release dates. Now that people are complaining about
frequent updates, in 10.0 they are possibly adding silent updates
feature like Google chrome.
Postgresql did jump from 7.4 to 8.0, but that was a major change, and
since then they have stuck to the convention of major and minor release
numbers.
