I don't believe you understood the problem. Microsoft has total dominance
over the PC market. They have 95% of the market share. They can require the
hardware manufacturers to include _only_ their signing keys in the boot
loader. This would lock out their competition.
When booting the operating system this keys uses a protocol that is based on
public key cryptography to check the kernel and other components of the
system for integrity, if it fails the system wouldn't boot. You can no way
install GNU/Linux in such system.
Even if the hardware manufacturers agree to include signing keys of Linux
vendors, Still people who wish to run their own kernel won't be able to do
so.
