Yes, you can.  There is simply no copyright protection available for
public domain works. 

public domain is not a license. It means that the author has given 
up his copyright. So you license your code under GPL, and in your 
license you mention xyz part of the application is public domain 
code. You cant license the public domain code, but you can license 
your modification of the public domain code under GPL
  
All works enter into the public domain after the statutory period
expires, but if an author desires to immediately place his work in the
public domain, it needs to be done under a license.
