I have had this problem too - it turned out that the PS/2 mouse
connector on the mother board had a flaky contact. I used a USB to PS/2
adapter to connect the PS/2 mouse and it solved the problem.
BTW, if your connectors and other hardware are in prime condition, then
there is a chance it could be a kernel or network issue.

If you are absolutely sure that you do not have any hardware issues, try
using one of the latest distros and if the mouse still does not work,
take up the problem to one such linux kernel mailing list.
How to overcome this problem?
In windows pressing start key on the keyboard helps starting without
mouse.how to operate linux in keyboard without mouse.??
Please help...
<Alt> + F1 shows the panel menu

<Alt> + Tab moves focus between windows
Now, that should help you open the control centre to change settings for
mouse and keyboard. Find and set the "move pointer with keyboard (num
pad)" option to true, and you can move the mouse cursor with the
numpad. More keyboard shortcuts are available either from the "key
board shortcuts" dialog or the application itself, like on the mozilla
mail reader, <Ctrl> + M composes a new message, <Space> to browse
through unread mail, <Ctrl> + R to reply, <Ctrl><Shift> + R to reply all
etc.
