On the op question , Ubuntu as a client does have a collection of web
browsers like firefox,seamonkey,chromium & konqueror
Instant messaging clients like Pidgin ,empathy etc .

Mail clients like evolution, thunderbird & kmail .

FTP,SSH client etc are all supported . If your windows server acts as
file server , you can use the default nautilus to browse the server
files via samba .

I believe the OP is looking for a "cyber cafe" package that has a
Linux client, through which access of that Linux machine to the 'Net,
can be managed using the "admin" part of the same running on a Windows
Server.

Whatever may be the motivation for selecting a Windows server, the OP
should be asking this question in a Windows forum.
