[Ilugc] (OT) Is ISP Speed percieved in our PC OS dependant?

I recently downloaded FC4 at 200+ KBps on BSNL... though the speed
wore off to its usual 30 KBps the next day... BSNL does not give you
dedicated bandwidth.. so it is highly unreliable... you can also use
