sad situation is Engineering college HOD's find difficult to switch to
FOSS.RTI's should be given to these Engineering colleges.

Wherever there is possibilities like the syllabus not pressing on a
particular software to be used, i have seen lot of HOD's use alternative
softwares. FOSS is a best solution to us in financial terms also. only now
the software requirements from universities have stopped pressing on a
particular software, that too only for certain labs.
