[Ilugc] Tamil script vs other Indian scripts

this is where we can have a national role. the grantha scripts in
itself do not have place in unicode right now.
we can make arrangement for space for entire grantha scripts there.
and they need not be included in the range of tamizh scripts.
but then sorting would pose problems. so the minimum grantha scripts
like ? after ? can be included here as well as there?
need to discuss with experts :-)
