This is a rhetorical question. You need to ask that off of your client.
Who has installed the OS? Do you have root/admin access to the VPS?
Is your client authorizing you to do the sysadmin or they want to keep
control of that? If they want to keep control then they need to
either pay for a Cpanel UI *or* learn to administer the system via ssh
access.
