[Ilugc] Wiki spam issue _again_

Bala(webadmin) is facing some issues in upgrading to new version, I
hope, it needs PHP5. He is looking into this issue. If we are unable
to upgrade that, then the spam filters will be added.  Bala, Plz
update the list also about the progress.
