[Ilugc] code contributions for open source software by us

Well said. Although, I don't think there is one place where we can find
open source contributors. May be, what we need first is to compile a
list of reliable sources where one can find such contributors.
That's exactly we are working on. But we do need active support from the
community to recommend contributors. We are very ambitious with this
project. Have been planning for ever but now started executing after
analyzing everything. If you are a contributor please do add your profile.
