IMHO email, mailing-list and source repositories are the main ways to
propagate thoughts and programs, and by tracking them it is possible
to track people behind them. If I were you, I would go about doing the
following things,
* Pull any many threads as possible from relevant mailing lists.
* Pull repositories for software under Ubuntu, PyPi, CPAN and relevant
package stores.
* Start curing the information and populate them in your data-store.
* Expose cured information via web-application, media articles etc ...
Of course others have already solved these problems, but if you are
serious enough it should not be a deterant here. Do share your
strategies with us, that way you might gain better traction.
All in all it is a good initiative.
