I've attempted everything from storing information in mailboxes
(locally and on gmail), Mozilla Scrapbook, storing information in
local files/folders (with full text search), contemplating the use
of an outlining editor such as leo

Phew. Look at (GNU|X)Emacs, instead. It does all that you want, and
you even get a text editor thrown in. :)
