[Ilugc] issues with top and bottom posting

Mostly those who try to insist on following the guidelines are trying
to educate and not to discipline. Why should some one waste time doing
that and is it too much to expect people to give themselves better
chances of getting helped?
So do we put top posters under moderation?
Moderation will just kill the list, we shouldn't even think about such a
thing. IMO, It is no big deal if someone top posts in the mailing list
but continuing to do so after knowing the mailing list guidelines is
something to be frowned upon.
