[Ilugc] issues with top and bottom posting

Afaik, ILUGC is one of the very friendly lists and people are welcome
to post. People here are willing to help and guide them in all ways
possible. But there is an issue when people turn deaf ears due to a
lot of reasons including fear, ignorance and etc. and continue doing
the same mistakes. If guidelines are confusing, questions can always
be asked to clarify. When some one takes the effort to help and guide
the poster but doesn't see any improvement, it is bad for everyone.
Everyone makes mistakes and learn through them. The idea here is to
learn.
If we are thinking of relaxing the mailing list guidelines, I am
against it, but it is just my personal opinion.
