Your question is vague.
If you have not already read about Linux filesystems, then the first
place to start would be the basic ACL of the Linux file system - i.e.
owner, group, other permissions. Move on to sticky bit. Create
groups and make users members of such groups etc. Most FS for Linux
also have extended attributes e.g. for ext2/3/4 you can use chattr and
lsattr.
Search the web for step by step tutorials on above topic.
