In general, each app needs to sort based on sort order (collation)
defined in the locale (ta_IN, in this case).
Ideally, defining the appropriate locale in posgres or python
should work.
afaik unicode sort will just be by the numbers allotted to each
letter. The tamil unicode chart more or less follows tamil
aphabetical order with a few letters out of place:
