[Ilugc] sort order in Tamil

can anyone figure why the sort order is wrong here:

solved - in postgres 7.4.17 the unicode sort is borked - I had to
resort in python after retrieving from the database. It is ok now
In general, each app needs to sort based on sort order (collation)
defined in the locale (ta_IN, in this case).
Ideally, defining the appropriate locale in posgres or python
should work.
