My department in trying to shift to VSS as they say that CVS is not
providing locking if more than one user is trying to write the same file.
CVS handles this situation differently. If more than one user tries to
"write" (ie, commit) the same file, CVS tries to merge all the changes
together, and if the merge is beyond its capabilities, then it flags
the file with 'C' (conflict). The second person commiting is supposed
to resolve these conflicts.
