I tried setting the mins to 4 pickcels as that's the minimum value allowed and 
that didn't help.

  I'm not sure if this would help, but in the Graphics and Symbols
  dialog of Configuration Manager there are boxes for min and max
  graphics detection size.  If something is too thin it may well fall
  below the detection limit.  You could try setting a smaller value and
  see if the problem graphics are then detected.  Not sure why this
  would change version to version unless the graphics themselves change
  as the developers attempt to get their UI look&feel down.
