While I was there, birders from Kerrville, Lawton ( Oklahoma), Amarillo, and
Lubbock were there. I believe that means additional birders from some distance
are traveling to Lockney to view this duck. The city worker and the deputy had
left by the time I drove away, they will not be manning this site all day. I
hope some more people get a chance to see this Garganey. By the way it was in
the southern most pond while I was there.

They probably don't understand what you are doing, and it is always easiest
just to say no across the board than have to use your judgement and risk that
something bad happens.

I have talked with the water people in Lockney - they told me that, provided
nobody hopped the fence, there was no problem with birding the site - maybe
somebody can get in touch with them tomorrow and find out what happened.
