Given things that have happened with utilities (particularly on the East coast)
over the past year, it is understandable that police would be concerned about
people hanging around various facilities.
They probably don't understand what you are doing, and it is always easiest
just to say no across the board than have to use your judgement and risk that
something bad happens.
Sad sign of the times.

I have talked with the water people in Lockney - they told me that, provided
nobody hopped the fence, there was no problem with birding the site - maybe
somebody can get in touch with them tomorrow and find out what happened.
