Salve,
        sono andato sul sito dello IEN a controllare e ho trovato quanto segue:

Gli indirizzi dei due server NTP primari dello IEN sono i seguenti:

* ntp1.ien.it (193.204.114.232)
* ntp2.ien.it (193.204.114.233)

Il server ntp2.ien.it risponde anche ai client che utilizzano i protocolli
di sincronizzazione TIME (RFC-868) e DAYTIME (RFC-867).

Sulle pagine dove spiegano la differenza fra primari e secondari sta
scritto:

Rules of Engagement

As the load on the hosts supporting NTP primary (stratum 1) time service is
heavy and always increasing, clients should avoid using the primary servers
whenever possible. In most cases the accuracy of the NTP secondary (stratum
2) servers is only slightly degraded relative to the primary servers and, as
a group, the secondary servers may be just as reliable.
