Prova con:
  ntpdate -d ntps.net4u.it

Se così funziona, prova:
  ntpdate -b -u ntps.net4u.it

L'opzione -u dice di usare una porta non privilegiata, vedi man page.

...e no, non serve avere ntpd che gira in locale perché funzioni.
